83rd Convention (2005)

RESOLUTION CONCERNING GLOBAL RECONCILIATION, 0.7% GIVING FOR INTERNATIONAL DEVELOPMENT, AND SOLIDARITY WITH THE NATIONS AND CHURCHES OF THE GLOBAL SOUTH

WHEREAS more than 60,000 people needlessly die each day around the world for lack of food and basic healthcare, including 30,000 children.

WHEREAS the Diocese of Upper South Carolina is called to be “One Body, One Mission Changing Lives”

WHEREAS the Gospel of Jesus Christ (Matthew 25:40) and our Baptismal Covenant both specifically command us to “seek and serve Christ in all persons.”

WHEREAS both the 1998 Lambeth Conference (Resolution I.15) and the 73rd and 74th General Conventions of the Episcopal Church have both recommended .7% giving as an effective means to combat the deadly results of global poverty.

WHEREAS many of our brothers and sisters within the worldwide Anglican Communion and countless others for whom Christ died are affected daily by hunger, disease, and death.

THEREFORE, be it resolved by the 83rd Convention of the Diocese of Upper South Carolina:

(1) that this diocese affirms and embraces the Millennium Development Goals (MDG’s), which pledge to:

    1) eradicate extreme poverty and hunger
    2) achieve universal primary education
    3) promote gender equality and empower women
    4) reduce child mortality
    5) improve maternal health
    6) combat HIV/AIDS, malaria and other diseases
    7) ensure environmental stability, and
    8) develop a global partnership for development; and be it further resolved
(2) that this diocese
    1) sets a goal to begin in 2007 to give at least 0.7% of the annual diocesan budget to fund international development programs, above and beyond any amount budgeted for 2006
    2) challenges all communities of faith in the Diocese of Upper South Carolina to give at least 0.7% of their budgets to international development programs,
    3) challenges all Episcopalians in the Diocese of Upper South Carolina to give at least 0.7% of their income to international development programs, and be it further
(3) that the bishop be encouraged to charge the Coordinating Commission on Mission, or a suitable subcommittee thereof with:
    1) making informed recommendations to the bishop and Diocesan Executive Council about the disbursement of the 0.7% funds.
    2) building an accessible database of and facilitating connections among all ministries in the diocese engaged in world mission and international development
    3) providing opportunities for education about and engagement with works of global reconciliation - including using our connection in the Anglican communion to build relationships with people and communities in the developing world
    (4) that all Episcopalians in the Diocese of Upper South Carolina be encouraged to contact their elected representatives urging them to support the United States' government's fulfillment of its commitment to funding international development aid at 0.7% of U.S. GNP; and that the Secretary of Convention shall write the President of the United States and each of the members of the U.S. Congress representing South Carolina, that the Diocese of Upper South Carolina, meeting in Convention, urges them to support the United States' government's fulfillment of its commitment to funding international development aid at 0.7% of U.S. GNP.

84th Convention (2006)

Subject: Millennium Development Goals

Whereas, the Episcopal Church endorsed the eight global goals of eradicating extreme poverty and hunger, achieving universal primary education, promoting gender equality and empowering women, reducing child mortality, improving maternal health, combating HIV/AIDS, malaria, and other diseases, ensuring environmental sustainability, and developing global partnerships for development at the 74th General Convention and made them a mission priority for the coming triennium at the 75th General Convention as reflected in the national church budget; and

WHEREAS, the 75th General Convention endorsed the ONE Episcopalian campaign as a means of encouraging Dioceses, parishes and individuals to move this work forward; and

WHEREAS, our Baptismal vows compel us to “strive for justice and peace among all peoples” as we “seek and serve Christ in all persons”;

Therefore, be it resolved, that the Diocese of Upper South Carolina affiliate with the ONE Episcopalian campaign and task the Diocesan Executive Council (DEC) to develop appropriate programs, in concert with parishes and persons, to support the Millennium goals; and

Be it further resolved that the DEC report back to the 85th Convention of the Diocese annually at Diocesan Convention through the 87th Convention with regard to the implementation of this mission initiative.
